Lieutenant Jefferson P. Dowling, originally from New York, moved to Beaufort in 1967. A family tradition is what steered Dowling to a career in law enforcement. His father served as a Special Agent with the FBI for 32 years. An Uncle who was a South Carolina Highway Patrolman, another Uncle served as a Sheriff in Maine and his Grandfather was a Magistrate in Allendale County, South Carolina

Dowling began his career with the Beaufort Police Department in 1976 and was appointed Chief of Police in May 2000. He held a variety of positions with the city from patrolman to Shift Supervisor, Patrol Lieutenant and administrative Captain, then retiring after serving eight years as Chief of Police. Dowling served under former Chiefs of Police Jesse L. Altman Jr. and William Neill and credits both of them with his success in law enforcement.

Dowling received his appointment with the Beaufort County Sheriff's Office on December 1, 2008. He is assigned to the Accreditation Unit as an Accreditation Manager. The Beaufort County Sheriff's Office received international accreditation through the Commission for Accreditation of Law Enforcement Agencies (CALEA) on July 31, 2010. He also serves on the Sheriff's Office Alcohol Beverage Control Team.
